Under this add the following,

Proceedings of the CIC meeting of the investigators of the NAIP on “Toll-like receptors in farm animals – Evolutionary lineages and Application in disease resistance” held on 23-03-09 at the Department of Animal Biotechnology, MVC, Chennai-7.

Dr. GDR welcomed the gathering giving introduction about the project and also introducing the consortium partners from IVRI and NBAGR.

The Chair person and the Director of Research, TANUVAS welcomed the gathering with few suggestions. He suggested to have periodic meeting to fulfill the proposed objectives. He appreciated the idea of selecting the study of TLR in buffalo and goats. The data generated should also be periodically discussed among the partners. The ideas and the problems encountered should be discussed with transparency to enable smooth running of the project. He also suggested exploring the possibility of conducting the meeting in other centre too in the future.

The Member and Dean, Faculty of Basic Sciences, MVC appreciated the systematic monitoring that had been included in the NAIP programme. The study is clinically relevant because of the role of this receptor in disease resistance

Dr. G. Dhinakar Raj, CPI
Introduced the scheme with the partners and the objectives. Most of the objectives committed for the first year had been completed with some work on the expression profile. Complete sequencing had completed for TLR5, TLR2 and TLR4. Sequencing is under progress for TLR7 and TLR8. Expression profile had been done in tissues and cells for Kanni breed of goat. These preliminary data need to be associated with disease resistance in future.

Budget expenditure (TANUVAS) : The cost of the Real time PCR has exceeded over the allotted budget of Rs.17 lakhs due to the exchange rate fluctuations. The clearance cost need to be re-adjusted.

The allotted budget of 2.5 lakhs for civil works needs to be spent through the bioengineering department. Tender have been approved by the bioengineering dept. but execution of the work is pending. Internal LC may be opened for this amount.

The operational cost budget had been mostly spent with unspent balance in the heads of vehicle hiring and semi skilled worker employment.

Dr.P. Kathiravan, on behalf of the CCPI, NBAGR
Samples have been collected from Murrah and Assamese buffalo. The TLR 4,7,8 and 9 from Murrah have been cloned in pGEM-T vector and sequencing is under progress. One more TLR as per the objective will also be completed. Part of the second year objective on SNP screening had been initiated. SNP screening in buffalo had been done for TLR7 and 9 that resulted in initial identification of 48 and 10 SNPs respectively. 21 novel SNPs have been identified in buffalo. In case of Goats 47 and 17 SNPs have been located in TLR4 and 7 respectively.

Budget expenditure (NBAGR) : International bid had been followed for purchase of equipments. For the purchase of Nano drop and PCR machine an additional budget of 1.9 lakhs is required. He placed a request for utilization of 1.39 lakhs in the unspent non-expendable head and also for an extra budget of 0.51 lakhs from the savings of the recurring contingencies to meet the deficit.

Dr.B.Mondal, CCPI, IVRI
Dr. Mondal had been made the CCPI in place of Dr.R. K. Singh and information had been sent to NC in this regard. Work had been initiated on TLR4 and 7 in yak and mithun. Both mRNA and genomic DNA had been used to amplify these receptor genes. The primers for this study had been obtained from NBAGR. The amplicons had been cloned and submitted for sequencing.

Budget expenditure (IVRI) : The unspent balance is available only under the heads of vehicle hiring and TA. The budget allotted for the purchase of Nano drop is not sufficient due to the fluctuations and hence cannot be spent during this financial year.

Recommendations :
The CIC was satisfied with the over all technical progress of each centre based on the presentation. The progress is proceeding as per the approved mandate. The following are the recommendations of the CIC:

TANUVAS
1. Technical progress as per committed schedule.
2. Institutional charges expenditure to be shown by obtaining bills from The Dean, MVC.
3. Internal LC need to be open for the allotted civil works budget.

NBAGR
1. Technical progress as per committed schedule.
2. The non-recurring item purchase exceeds the allotted budget of 1.9 lakhs due to foreign exchange rate fluctuations. The savings of 1.39 lakhs to be met from the over all savings under the non-expendable head. The remaining 0.51 lakhs need to be met from the savings of the Recurring contingencies. The CIC vide powers delegated as per F.No.3(457)/2006/NAIP/Fin/307 approves this re-appropriation.

IVRI, Mukteswar
1. The technical progress is as per committed schedule.
2. The collection of DNA samples from Mithun need to be expedited. 2-3 Yak or Mithun may be maintained at IVRI, Mukhteswar for sampling (blood only) and return the same to wild after completion.
3. Attempt to be made to buy the committed Nano drop within the overall approved budget

Others
1. Launch workshop date to be fixed in consultation with the National Co-ordinator, component 4 as early as possible.
2. UC to be sent before April 15th 2009 for the period ending March 31st 2009.
3. AUC to be sent before June 30th 2009 for the period ending March 31st 2009.
